The Norfolk Learning Disability Partnership Board (LDPB) met to talk about important topics for people with learning disabilities in Norfolk. Here’s a simple summary of what happened.


What We Talked About

1️⃣ The New Easy Read Learning Disability Plan

πŸ“’ Amanda Johnson explained how the new Learning Disability Plan was created:

  • Over 7 months, more than 361 people shared their ideas.
  • A draft version was shared at Locality Group meetings to check it made sense.
  • The final Easy Read Plan was approved by the board.
  • A detailed version will also be available on the Norfolk LD Partnership website.

πŸ“Œ Action: The new Learning Disability Plan (2023–2028) is now complete and ready to be used.


2️⃣ Locality Groups Update

πŸ—£ Lucy Adcock gave an update on the Locality Groups that took place between October and November 2023.

  • Amanda Johnson presented the Learning Disability Plan at these meetings.
  • A new section was added called “What is happening in your locality?”, where people could share news and events.

πŸ‘₯ Attendance Breakdown:

  • Norwich – 6 self-advocates, 4 professionals, 5 parent/carers.
  • North – 5 self-advocates, 6 professionals, no parent/carers.
  • West – 14 self-advocates, 5 professionals, 2 parent/carers.
  • South – 1 self-advocate, 2 professionals, 5 parent/carers.
  • East – 6 self-advocates, 2 professionals, no parent/carers.

πŸ’‘ Ideas to improve attendance:

  • Advertise Locality Groups in newsletters and on the radio.
  • Change meeting times to suit more people.

πŸ“Œ Action: More ways to promote Locality Groups will be explored.


3️⃣ Learning from Deaths Report (LeDeR Annual Report)

🩺 Andy O’Connell shared findings from the LeDeR report, which looks at why people with learning disabilities and autism die younger.
πŸ”Ž Key findings:

  • 72 reviews were completed in Norfolk & Waveney.
  • People with learning disabilities often do not receive good healthcare.
  • Most common causes of death:
    • Pneumonia (lung infection)
    • Cancer (breast, bowel, lung cancer)
  • Nearly half of all deaths could have been prevented.

πŸ₯ What needs to improve?

  • More people need a pneumonia vaccine.
  • Hospitals must use the Mental Capacity Act correctly.
  • More support is needed for cancer screening.
  • Care staff need better training to spot when people are unwell.

πŸ“Œ Action: The LeDeR report will continue to help improve health services for people with learning disabilities.


4️⃣ Social Care Online Accounts

πŸ’» Rachel Hyde-Smith talked about the new Social Care Online Accounts from Norfolk County Council.

  • These accounts help people see documents and fill out forms online.
  • You can choose if you want an account or not.
  • To set up an account, you need an email and phone number.

❓ Questions asked:

  • Can I update my own information? β†’ No, a social worker must do this.
  • Can I set up my own account? β†’ Yes!
