The Norfolk Learning Disability Partnership Board (LDPB) met to talk about important topics for people with learning disabilities in Norfolk. Hereβs a simple summary of what happened.
What We Talked About
1οΈβ£ Introduction to the New Learning Disability Coordinator
π Emma Beales introduced herself as the new Learning Disability Partnership Coordinator.
- She has worked with ASD Helping Hands as a volunteer.
- She has also worked as a nurse in a community hospital.
- Since starting in January 2024, she has been meeting with different organisations and self-advocates.
- She is setting up the Locality Groups, which start in April.
π Action: Information about Locality Group dates was sent out on 7th March.
2οΈβ£ Norfolk Learning Disability Plan β Next Steps
π’ Rachel Gates gave an update on the Learning Disability Plan:

The Integrated Care Board approved the plan on 6th March 2024.
β
The Delivery Plan will now be used to start making changes.
β
The Norfolk Learning Disability Partnership will gather information about Local Community Services.
π‘ Key Questions Discussed:
- What local services should we find out about?
- How will we collect this information?
- Can all this information be put in one place online? β Yes! It will be added to the Norfolk LD Partnership website.
π Action: Updates will be shared at the May 2024 Board Meeting.
3οΈβ£ Day Service Pathways β Whatβs Changing?
π’ Alice Dyson explained the new Day Service Pathways:
πΉ Three pathways were created in 2017 to help people with learning disabilities and autism:
- Enriching Lives Pathway β For people who need the most support.
- Promoting Independence Pathway β For people who need some support.
- Skills and Employment Pathway β For people who need little support and want to work.

Skills and Employment Pathway launched in January 2024.
β
It helps people find paid jobs over two years through day services.
β
The Promoting Independence Pathway will launch by the end of 2024.

- Who pays for activities? β Not decided yet.
- Why are some people unsure about the Skills & Employment Pathway?
- It could affect benefits.
- More support is needed to help people feel confident about working.
π Action: The Norfolk Learning Disability Partnership will share feedback and views on the pathways.
4οΈβ£ Positive Behaviour Support & Language
π£ Hannah Johnson spoke about how to support people with behaviours that challenge.
- Training is available for services that support people with learning disabilities.
- Norfolk County Council offers free Positive Behaviour Support (PBS) training.
- They are developing a new PBS support service.
π’ What should we call it?
- Most people prefer the term: βBehaviours that Challengeβ.
- The Board agreed to use this term for now.

Training for parents and carers on PBS was requested.

Opening Doors will ask people with learning disabilities what words they prefer.
π‘ Self-advocate tip: βTreat people as friends and talk calmly to them.β
